Step 1.

Start of with a new document sized for a wallpaper 1280×728 or any other sizes.

Fill the background layer with black and go to Filter-Render-Fibers and use these settings:

Step 2.

Create a new layer and open the gradient tool. Start of with a premade gradient and change the existing colours and click next to the color pointers to add more colours to the gradient. Here we will need to create a 5 color gradient with the colours below. I am not giving the colour codes because they are not mandatory and you can use any other colours you like.:

Set the blending mode to Overlay:

Step 3.

Create a new layer, grab the eliptical marquee tool and create a sphere selection like below:

Open the gradient editor and create an gradient using these settings:

Now make sure that the gradient is set on Radial :

Fill the selection with the gradient :

Step 4.

Duplicate this layer and use the free transform tool to make the sphere smaller.

Repeat the step:

Merge this balls layers togheter by selection the top layer and pressing CTRL+E to merge with the layer below untill all the balls are on the same layer.

Duplicate the layer and again with the free transform tool move the balls next to the first ones and so on.

Repeat this step untill all the wallpaper is filled with balls and make sure that all the balls are on the same layer by merging with CTRL+E.

Step 5.

Set blending mode to color dodge.

Duplicate the layer and move it around 5 pixels away using the mouse or arrows:

Step 6.

Write your text:

Under the text duplicate a ball layer, set blending mode to Normal and shrink it under the text like below:

Cover all the text:

Set blending mode to Linear Dodge:

Next we need to make a cut in the balls with the text so CTRL+CLICK the thumb of the Text layer, select with the mouse the layer with the small balls and then CTRL+X to cut.
